A Closer Look

Great things are happening every day in Cleveland’s schools and our state report cards tell a big part of the story, if you know how to read them.

Purpose

The Ohio legislature has directed the Department of Education and Workforce to collect and report out important  information about school performance to parents, caregivers, community members, educators, and policymakers. This data helps us all to identify areas for improvement and celebrate achievements.

Transparency

Ohio State Report Cards are released annually in the fall. They reflect data and test score from the previous three school years. The data reflects progress toward targets set by Ohio lawmakers for Ohio’s educational community, in order to drive local conversations on continuous improvement and identify schools needing intensive support.

Clarity & Accountability

It’s the mission of the Cleveland School Quality Guide to make the state’s data easier to access and understand for our schools’ primary customers: parents and community members.

It’s the job of all of us as a community to hold accountable leaders at the school, local, county, state and federal level to the decisions they make about our children’s educational experience—what they learn, where and how it is funded.

The 2025 Ohio School Report Cards, which were released in September, come in two forms for public schools operating in the CMSD—Traditional and Dropout Recovery.

School Quality Guide

Traditional Schools

Traditional schools receive an overall rating ranging from 1 to 5 stars in half-star increments, based on six rated components:

  • Achievement
  • Progress
  • Early Literacy
  • Gap Closing
  • Graduation Rate
  • College, Career, Workforce, and Military Readiness.

Each component receives a star rating between 1 and 5, based on performance.

School Quality Guide

Dropout Prevention & Recovery Schools

Ohio’s report cards for dropout prevention & recovery schools offer an alternative rating system specifically designed for these schools using the following designations:

  • Exceeds Standards
  • Meets Standards
  • Does Not Meet Standards
  • Not Reported

These designations reflect performance in various areas relevant to dropout prevention and recovery programs. In addition to an overall rating, schools receive ratings for Achievement, Progress, Gap Closing, and Graduation.
